Basically my day. Sewing 57 yards of tulle.

I need help.

My dress looking more like scrubs than a cute dress. And the flutter sleeves don’t want to flutter. It looks kind of okay on the form but when I put it on it looks hideous. She has a nice sloped skinny shoulder. Paha!

Opinion? Should I cut the flutter sleeves shorter so they ruffle more or should I make them into puff sleeves?
